A 1/2" wide ribbon of soft garment leather in bright red or green is fastened to a shiny steel jingle bell, then the leather is laced together into a sturdy, decorative "handle."
The bell is 1 1/2" diameter. The bell is made of slightly heavier steel and definitely makes more sound.
Looks like it came right off of your sleigh.
Some Santas use them as premium give-aways.
